Is there, anywhere, a definitive (or as close as) list of what games are able to be distributed freely (freeware, shareware, ex-commercial, and so forth) and which games are still sold on a commercial basis?

From a (c) point of view, if it's not been made freely available by the (c) holder, then you're not allowed to do anything with it. Nevermind that the (c) holder has forgotten it even exists :(

Yes but rather than contact each and every holder individually, there ought to be a reference somewhere. The Tom Cooper ones are in the hands of Acorn Arcade aren't they?

All 4th Dimension games are in the hands of APDL AIUI.

SF3000 I believe is in the hands of Chris Bazley.

Hmm, I'd appreciate any knowledge on the distributability of the following
Just for the ones I know about:

Archimedes Moria (19xx)(-)
Should be PD/open source, so distributable. Unless it's some odd commercial Moria variant.

Asylum (19xx)(Digital Psychosis)
distributable

Blank Floppy (19xx)(-)
Eh?

Castle Black Heart (1991)(James Watson)
I'm fairly certain I've played this, but can't find an extant copy on my RPC. It's PD, isn't it?

Corewars (19xx)(-)
Is this PV's version? Hint: It will say that it was by PV in the help file.
If so, it was a PD/freely distributable version.

Crystal Maze, The (demo) (19xx)(Sherston)[b]
It's a demo, so surely it's distributable?

DinoSaw PD (19xx)(Tom Cooper)
It has 'PD' in the title. Also, see here.

Elite (1991)(Hybrid Technology)
How's this different to the Arc Elite listed above? :o

Flashback - Playable Demo v1 (1992)(Delphine)
It's a demo, so freely distributable.

Gyrinus II - Son of Gyrinus (19xx)(Tom Cooper)
PD

Hamsters v1.10 (demo) (1994)(GamesWare)
Where are you getting this list from?

Also, here.

Impression Jr (19xx)(Computer Concepts)
Arc World gave this away for free at one point; not sure whether that was a special arrangement, though.

Ixion (1992)(Software 42)
http://www.acornarcade.com/forums/viewthread.php?newsid=879

Moon Quake (1992)(Paul Taylor)(Cr)
My 1998 version is shareware - but I think the author's website has vanished.

Newlook (1993)(Acorn)
You can get that from the ROL/Acorn FTP site, can't you?

Oddball (1995)(Amnesia)
http://asylum.acornarcade.com/

PD Lemings (19xx)(Tom Cooper)
PD, there

Son Of Gyrinus (19xx)(Tom Cooper)
Another name for Gyrinus 2, surely? Does this differ from Gyrinus 2? AFAIK Gyrinus 2 is the only Gyrinus game in existence :o

Spheres Of Chaos (1993)(Iain McLeod - Matt Black)
That's a PD/shareware license, isn't it?

Star Fighter 3000 (1994)(Fednet)
Patches are now free, but the original is still under a commercial license AFAIK.

Terramex (1988)(Grand Slam)
http://www.acornarcade.com/forums/viewthread.php?newsid=879

A number of the other ones were on the AU games CD, but IIRC that was all a special arrangement just for AU. A number of other ones are available on another (Krisalis? Kosovo?) games CD, but I can't say exactly which ones those are since I don't own it :)

Moon Quake (1992)(Paul Taylor)(Cr)
My 1998 version is shareware - but I think the author's website has vanished.
This is an earlier version of MarsQuake (which is much better IMHO. The author's website:

Moonquake
Marsquake, which is now Open Source.

Source for Marsquake is on the page above. Normal distributions for both are here.
Newlook (1993)(Acorn)
You can get that from the ROL/Acorn FTP site, can't you?
Yes.

Anything by Krisalis or Gremlin is now (c) RCI (including terramex, incidentally).

Wolfenstein for RISC OS was sold to RISC User magazine, and that became RCI when we took over some of their stuff.

Anything 4th Dimension is (c) APDL

Spheres of Chaos is back with its original author, and pubished by RCI with permission (on behalf of)

I think the Bertie games are all free now - Hamsters, Gyrinus 2, Dinosaw, 2042 BC, Darkwood, Cycloids.
