On a Debian-like Linux, check the source out out of Subversion (svn://svn.netsurf-browser.org/trunk/netsurf) and read Docs/BUILDING-GTK

Yes. Both the GTK (on windows or linux) and RISC OS version use the same core. Thus if you fix a core bug on windows, you've fixed it on RISC OS too.

Of course, you could still consider it evil if you really want.
