What's the deal with resource allocation - filetypes, module names and so on?

It seems that you can either register with Castle: http://www.iyonix.com/32bit/allocate.shtml and/or RISCOS Ltd: http://www.riscos.com/news/news_items/PR090801.htm

Who should developers submit to? If they submit to both, would Castle and RISCOS Ltd make different allocations? Could we end up with applications using different filetypes on different OS versions?

Either will do, it all ends up going to Alan Glover at Pineapple anyway, so there's little chance of different allocations being made ;)
